Archbishop of Rome, Pope John Paul II

Since only archbishops have a pallium, it seems odd to me that we don't traditionally refer to the "Archbishop of Rome" but to the "Bishop of Rome".

I think we say "Bishop of Rome" because it's an abbrev.
